 Microsoft Windows reserves 20% of your available bandwidth (network Connection)  for their own purposes like Windows Updates and interrogating your PC etc..... We can Remove This Option And You Can Get It Back :) 

First of All Press Win Key + R Or Open Run And Type " gpedit.msc "  without quotes.

 Now Open Group Policy Editor.

Okay Now Lets Do This ....

Click Local Computer Policy 

Now Click Computer Configuration 

                                     

And Administrator Template  

And Click Network Select QOS Packet Scheduler

-----------> Now Select Network

                                   

Then Double  Click And Limit Reservable Bandwidth

Now You Can See This Window 

                    

It will say it is not configured So the truth is under the 'Explain'
So the trick is to ENABLE Option reservable bandwidth, then set it to 0 . Press OK Button. 

This will allow the system to reserve nothing, rather than the default 20%.It works on Win 2000 as well. This is Work 100% With xp.
